Job Description

 

Job Title:                      DEPUTY CLERK/BUSINESS MANAGER (Confidential)

 

Reports To:                  Superintendent

 

Evaluated By:              Superintendent

 

Supervises:                  All classified employees assigned to the payroll and accounts payable departments.

 

Job Goal:  The Business Manager oversees the financial and business services of the District, ensuring that the District stewards and appropriates its resources in a legally sound, forward-thinking, thoughtful and efficient manner and assures the short and long-term financial stability of the organization. The Business Manager serves as a key advisor to the Superintendent on matters related to financial services, among other tasks. The Business Manager works with the Superintendent to develop the District’s annual budget and provides regular fiscal updates, performs research and develops forecasts as needed.  The Business Manager serves as Deputy Clerk, and Custodian of Funds for the District and Risk Manager.

 

ESSENTIAL REQUIREMENTS

  1. Bachelor’s degree in accounting, finance, business or public administration, or closely related field.
  2. Prefer Masters Degree in Business Administration, CPA license or similar professional designation.
  3. High ethical and professional standards.
  4. Such alternatives to the above qualifications as the Board and Superintendent may find appropriate and acceptable.
  5. Valid Oregon Driver’s License.

 

PERFORMANCE RESPONSIBILITIES: 

  1. Oversee the financial condition and fiscal well-being of the District. 
  1. Provide leadership and direction in the development of short and long-range plans; gathers, interprets, and prepare data for studies, reports, and recommendations for financial and capital improvement planning. 
  1. Determine the major sources of revenue for the District, e.g., bonds, local revenues, state reimbursements, programs, grants, federal programs and investment income. Serve as the investment officer; invest surplus funds as provided by law.
  2. Develop policies and administrative regulations for District purchasing. Issue Requests for Proposals (RFPs) and invitation to bid. Supervise the purchase of all supplies and equipment. 
  1. Provide leadership to schools and departments in developing and managing budgets to ensure accountability to meet District plans. 
  1. Provide oversight and contract maintenance for outside vendors, personal service contract and general contracting. 
  1. Oversee and manage cash, treasury and investment management programs, debt issuances, and capital project financial management. Responsible for bond issuance, debt service management, and supervises the investment of District funds. 
  1. Oversee and maintain the Districts financial account system and Oregon Department of Education financial reporting requirements. 
  1. Annually, prepare and recommend a District budget to the Superintendent for the succeeding year. 
  1. Annually, prepare, direct and coordinate the District audit, and perform duties as the Accounting Officer. 
  1. Review the Comprehensive Annual Financial Report (CAFR) 
  1. Act as an advisor to the Superintendent by providing data, projections, and analysis regularly, and as requested by the Superintendent and Board on all matters relating to the business and financial affairs of the district. 
  1. Provide support to the Superintendent in District elections including tax and bond measures. 
  1. Participate in developing new school facilities and the tracking of all bond funds. 
  1. Assist in both licensed and classified negotiations by furnishing data to the Board, administration and the associations. 
  1. Maintain direct oversight and in-depth knowledge of the payroll process including but not limited to required state and federal reporting, Association dues and PERS. 
  1. Work with agents of record to obtain coverage for District’s insurance needs, including property casualty, liability, and workers compensation. 
  1. Maintain control over all Debt Service and Capital Project funds. 
  1. Work closely with the Superintendent, School Board, the Budget Committee, building administrators and program supervisors to provide adequate background on financial matters in order to support sound financial practices and decisions, and to provide the best possible educational services with the available resources. 
  1. Serve as fiscal officer to the Budget Committee; implement budget control; develop the budget calendar. 
  1. Attend School Board, Budget, Administrative and other meetings as required. 
  1. Interpret the financial concerns of the district to the Board and community. 
  1. Assist in recruiting, hiring, training, supervising, and evaluating all clerical and financial staff personnel. 
  1. Contribute to positive community relations by interpreting and communicating financial information to staff and community members. 
  1. Be a team player, supportive of team planning, collaboration and shared discussion making. 

CERTIFICATES, LICENSES, REGISTRATIONS, BONDING, AND/OR TESTING REQUIRED:

 

            * Maintain appropriate surety bond or equivalent crime coverage if available

            * Must possess and maintain a valid First Aid card if required

            * School based criminal history background checks

            * Must pass a pre-employment drug screen
